The Main Principles of Tbilisi City Assembly

Tbilisi City Assembly legislative acts are: Statutory Act- The city assembly decision and individual act - the city assembly resolution.
Tbilisi City Assembly competences:
• The Adoption of Tbilisi City Assembly regulation and statute, to make amendments and take control over its implementation; • Election and re-election of Tbilisi City Assembly Chairman, the deputy, the Chairmen of permanent and interim commissions; To determine monthly salary of the City Assembly Chairman, the deputies, the Chairmen of permanent and interim commissions within the rates of Georgian legislation; • The assertion of Tbilisi City Assembly structure; To establish the City Assembly commissions, the adoption and alternation of their staff; • To delegate and to cease an authority ahead of schedule; • According to Georgian legislation to examine and adopt the draft budget of Tbilisi represented by the Mayor, to make amendments to the budget, to affirm budget fulfillment report and control its implementation; • To establish and abolish local tax rates and set the fixed tariff; • To consider the general plan of the capital perspective development and other projects for special purpose. • To establish adoption rules of territorial planning documents; • To set land cost standards and lease rates; • To take control over the activities of Tbilisi City Hall and the city government officials; to hear and appraise Mayor's report; • To elect Tbilisi City Mayor; • To adopt the city government structure; • To hear reports from the officials and the leaders of the bodies established by Tbilisi City Assembly; • According to Georgian legislation the city assembly has the competence to give consent to the city government on taking credits; • To divide the capital into zones and adopt the rules on land-tenure. • To confer special status to the city region or district presented by the Mayor: Historical, cultural, greenery, industrial, commercial and the other; To set their limits and make alternations; • To examine and adopt the city social-economical development plan, also public service and greenery projects presented by the Mayor and to control its implementation; • To adopt transportation service rules presented by the Mayor; • To establish parking rules on the territory of the capital; • To organize municipal system of energy, gas and water supplies and adopt development programs presented by the Mayor; • To adopt the plan of inland roads revival and construction presented by the Mayor; • To hear the relevant information on the issues of joint competition of the state and the capital; • To establish emblem, flag and hymn of the capital and its usage principles; • To establish honorary titles and rewards; • To establish new districts within the administrative limits of the capital, denominate and rename, to fix the borders, also unification, division or abolishment of current districts, to establish or abolish relating head offices and divide the regions into different territorial units (sector, block, micro-region and etc.) and their denomination; • The city Assembly has special authority to declare distrust towards the Mayor with its full complement; • The other issues foreseen in a law "About Tbilisi-The capital of Georgia" Georgian legislation and the City Assembly regulation.
